Vincent Picand

Vincent Picand is a civil engineer with a master's degree in finance from the University of Paris 1 Panthéon-Sorbonne. He has dedicated his entire career to the gas industry, including natural gas, LNG, and biogas.

He began his career 35 years ago at Gaz de France, starting as an operations manager in the transport department and then as a key account manager for major industrial consumers of natural gas in the Paris region. He later held several commercial positions within Gaz de France Négoce, successively responsible for the back-office teams for North Sea purchase contracts and then for the Northern Europe trading team. During this time, he became Gaz de France's representative at the shippers' forum of the Interconnector Bacton-Zeebrugge international pipeline company and participated in the creation of the Zeebrugge gas hub.

Vincent Picand then held several project director positions, participating in the management team responsible for setting up Gaz de France's call centers during market liberalization in 2007. He then led several LNG infrastructure projects at Engie internationally, including regasification and liquefaction plants in Europe, Africa, and Asia, before becoming the Secretary General of Engie's LNG Business Unit in 2016.

After Engie's LNG activities were acquired by Total in 2018, he became the Secretary General of Total's LNG Business Unit, merging the teams, assets, and activities of Total and Engie, making it the world's second-largest LNG company. He also became the President of the LNG Commission of the French Gas Association at that time.

In early 2020, he joined the "biogas" task force responsible for writing Total's biogas roadmap before becoming the Director of Business Development for Total's Biogas Business Unit, created in September 2020. During this period, his teams notably acquired the French biomethane production leader Fonroche Biogaz in 2021, the Polish biogas production leader Polska Grupa Biogazowa in 2022-23, and signed a partnership with Blackrock in 2024 to create a joint venture in the USA producing biomethane from food waste. This JV aims to build several dozen production plants in the USA by 2030.

In July 2025, he joined the Institutional and Regulatory Affairs team of TotalEnergies' GRP Branch to focus on gas and biogas advocacy.
